Phoebe Bowen was a Warren witch.
History[]
Phoebe was born in January of 1895 to Gregory Bowen and Lola M. Phoebe grew up living in San Francisco in a large house with her parents, her Aunt Philippa and Uncle Redmond, and her two cousins, Priscilla and Pearl.
In 1924 Phoebe and Priscilla found out that their cousin, Pearl, had been dating a warlock named Anton and he had turned Pearl evil. Priscilla and Phoebe planned to curse and kill Pearl, which they eventually did after being attacked by Pearl and Anton.
Phoebe died in May of 1970.

Powers and Abilities[]
- Sorcery: As a witch, Phoebe possessed the ability to perform magic. She could cast spells, brew potions and scry for the location of other magical beings. She wasn't particularly advanced in any part of witchcraft, being only average in each of the major components of wicca.
- Cryokinesis: Phoebe possessed a unique ability among Warren witches. She could project a blast of cold and ice from her mouth by blowing on her hand. This ability was strong enough to extinguish the fire of her cousin Pearl that were tripled in strength.
